While Dutch can be considered phonetic, it is crucial to note that no language is purely phonetic. Exceptions, mostly caused by historical reasons or regional variations in pronunciation, exist in every language, and Dutch is no exception. Some words may have multiple valid pronunciations, and certain combinations of letters might not follow the typical phonetic rules. For instance, the "ui" combination in Dutch produces a unique diphthong sound that is not easily predictable from the individual letters.
